Finland Terminates the Contract with Rosatom

Rosatom has expressed its "sincere disappointment" related to the decision of the Finnish party to terminate the contract for the construction of the Hanhikivi-1 NPP by Fennovoima Oy. The contract for the construction of the NPP was signed by Rosatom's subsidiary ROOTS Project Oy and Finnish Fennovoima in 2013. 

On May 2, 2022, Fennovoima announced the termination of the EPC contract with Rosatom due to "significant delays on the part of the RAOS Project and the inability to implement the project." In addition, the conflict in Ukraine affected the decision.

According to the statement, Russia's military operation in Ukraine "aggravated the risks to the project," and "RAOS was unable to reduce any of these risks."

In a statement, Fennovoima also noted the negative consequences for Finland due to the rejection of the project, and that the withdrawal from the contract "was not easy."

On the same day, Rosatom issued a response statement expressing disappointment with the Finnish decision:

"The reasons for such a decision are absolutely incomprehensible. The project is progressing, the teamwork between the customer and the contractor has been established, and the company's shareholders and the media have repeatedly been informed by the CEO of Fennovoima."

Rosatom's statement clarifies that the decision to withdraw from the project was made by the Finnish party unilaterally, "without a detailed discussion at the level of shareholders of the project."

Finland actively participates in the sanctions policy of the European Union. Finnish Prime Minister Sanna Marin has repeatedly spoken out for the need to tighten sanctions and support Ukraine. In addition, Finland and Sweden are currently considering violating a long tradition of neutrality by joining NATO.
